Tom Salow is the Assistant Director for Public Health Licensing Services (Licensing) at the Arizona Department of Health Services (ADHS). With a career spanning over 17 years at ADHS, he has provided oversight and expertise in various roles.

Beginning in 2005 as a senior rules analyst, Tom worked with a variety of licensing programs to draft, amend, and adopt administrative rules. In 2009, he became the manager for the Office of Administrative Counsel and Rules, leading Senior Rules Analysts, administrative counsel, and policies. He also served as interim legislative liaison for just under a year during this time.

After a few years, he transitioned to the Division of Licensing as deputy assistant director (branch chief), overseeing Vital Records, Radiation Control, Child Care Licensing, and Special Licensing. This oversight included the medical and adult-use marijuana programs, business and finance, and enforcement. In January 2022, Tom became the acting assistant director, eventually being appointed as assistant director in June 2022. In his current role, he provides strategic leadership, overseeing the eight Bureaus within the Division of Licensing.

Tom Salow holds a Bachelor of Science in Justice Studies and a Juris Doctor from Oklahoma City University. Residing in Phoenix with his two boys, Tom has a deep commitment to public health and regulatory excellence.

Stephanie Seitz is the Bureau Chief for the Bureau of Medical Facilities Licensing at the Arizona Department of Health Services (ADHS).

Stephanie began working at ADHS in 2022 as a Healthcare Compliance Officer where she conducted inspections and investigations of hospitals to determine compliance with state and federal regulations.

Before her time with ADHS, Stephanie worked as a medical technologist, staff physician, and assistant professor at Sonoran University of Health Sciences, specializing in women's health. While treating patients, Stephanie oversaw state regulatory procedures for the clinic and its patients.

Stephanie graduated from Augustana College in Rock Island, Illinois with a B.A. in Clinical Laboratory Sciences. She also earned her Doctor of Naturopathic Medicine from Sonoran University of Health Sciences, and her Master of Public Health from the University of Arizona.

Stephanie was born and raised in Springfield, Illinois where she regularly connects with family and friends. She loves spending time with her husband and daughter.
